Post-doc and job related question: How common is it for universities to prohibit junior faculty from taking leave for postdocs?

Everything seems dead this year. My wikis are lame...maybe everyone is depressed and hiding.
Anyone know if Minnesota will have a postdoc this year? By this time last year, the call had gone out and materials were already due.
FAO: People who are deleting positions on the main page - if these fellowships have been canceled, or there is an error in the entry it would be more helpful to know, rather than just have the listing deleted entirely. Several people are bizarrely deleting entries in past H&SS post-doc listings; would be nice to know why!
OK, I'm dying to know, what is or was so controversial about the "Connecticut College Mellon Postdoctoral Fellowship In New Media and Digital Arts" from 2007-8 that someone is not only repeatedly deleting its listing, but also going to the lengths of 'hiding' their true IP (all the mystery edits seem to come from various places in Eastern Europe). Can anyone enlighten me? I am fascinated!
